HSE Advisor (Projects)
Enhances the coordination and management of health, safety & environment with the Project and Engineering Management Teams to achieve Project/ Major Modifications goals and objectives in accordance with contractual and regulatory HSE requirements.
Ensures that engineering designs, drawing and project deliverables comply with ADGAS HSE rules and regulations, ADNOC HSE Codes of Practice, local and international standards and codes of practices.
Ensure that projects executed meet the ADNOC criteria for HSE requirements during pre-feed, FEED and Detail Engineering phases.
Main Duties:
Responsible for providing guidelines and technical inputs for preparing the Projects HSE plans.
Provides HSE input to technical design and procedure proposals.
Ensure that all designs, drawings and major modifications to plant and projects work comply with ADGAS, ADNOC Codes of Practice, Local and International HSE standards.
Participates and if necessary leads hazards and operability studies (HAZOP). Carries out qualitative and semi-quantitative risk analysis as and when required.
Reviews and provides guidelines and technical input to projects/ major modifications HSEIA.
Reviews and participate in the philosophy, design and specification of fire detection and protection systems for new projects and major modifications.
Organizes and leads the project HSE reviews (PHSER’s) for all projects and major modifications
Periodically reviews each project HSE action tracking register to ensure that the findings of all HSE studies and reviews have been effectively recorded and all actions are adequately addressed.
Participates in all HSE studies such as, hazard identification (HAZID), Hazard Analysis (HAZAN), Environment Hazard Identification (ENVID), Simultaneous Operations (SIMOP), Safety Integrity levels (SIL), constructability studies and any other study having impact on HSE.
Keeps close monitoring and follow-up the implementation of all HSE requirements for each project and major modification.
Proposes and provides technical expertise in developing and updating projects COMAH report, QRA and HSE Plan and follow-up on their implementation.
Participates in investigation of accidents that occur on project construction sites.
Reviews statement of requirements for all new projects and major modifications.
Participates in pre-commissioning/ commissioning activities of projects and major modifications.
Participates in planning ADGAS Emergency and Crisis Management Exercises.
Keeps close coordination with HSE Project Site personnel and conducts regular Advanced Safety Audits (ASA).
Provides HSE input during bidder’s pre-approval and technical evaluation processes.
Reviews and provides input to all Documents related to Projects/Major modifications.
Qualification:
· B.Sc. in Safety Engineering or Chemical Engineering
· 15 years experience in oil and gas companies of which minimum 10 years in Project HSE Management.
· Computer literate, fully proficient in Excel, MS Project, PowerPoint, etc.
· Excellent knowledge of written and spoken English.
· Excellent knowledge of HSE software’s
Work Cycle:
Abu Dhabi based 05/02 + 42 working dayes paid annual leave (with frequent visits to Das Island as per work requirements)
