Job Purpose/Responsibilities

1. Synopsis
Sees over a 650000bbls/day crude oil and gas separation and stabilization plant with an average of 1200 employees and a dozens contractors in an Off Shore location in extreme weather conditions.
Develops, implements, and maintains safety, health and environmental programs to manage risk to ALARP, improve performance, ensure regulatory compliance and conformance to OHSAS18001 and ISO14001 requirements.
Process owner for HSE programs in areas such as: Hazard Communication, Incident Investigation, Job Safety Analysis, Risk Register, Near Miss, PTWS, Chemical Approval, Industrial Hygiene, Radiation Safety, Hearing Conservation, Machine Guarding, Confined Space, Respiratory Protection, Pollution Prevention, Waste Management, Environmental Compliance and Reporting, and Safety and Health Training.
Revises and updates programs as needed to maintain a safe, healthful and productive work environment.
Work towards the achievement of HSE targets and objectives using ZADCO HSE KPIs.
Assist the on scene man in-charge in emergency situations
2. Responsibilitiesa) Maintains and control daily Safety practices with regular checks of work sites, ensures that hazards are identified, precautionary measures are taken and provide Safety advice to trades Supervisors.
b) Monitors and controls implementation of all procedures related to the maintenance and effectiveness of safety and emergency equipment and inspect work activities and equipment to ensure correct operation and that procedures are implemented. Ensure that effective records are kept and updated for all equipment under his control.
c) Promote safe working procedures. Supervise and advise on proper application of “Permit to Work” system, arranging for standby of HSE personnel conducting gas and atmospheric tests, participating in actual “Job Watch” as and where necessary; such as hot tapping, mechanical sealing/plugging, entry into dangerous confined spaces and ensuring that all Safety regulations and practices are adhered to.
d) Coordinate and participate in the provision of Safety awareness courses. Prepare programs, arrange participation in conjunction with line management and give lectures using specialized audio visual equipment, hand-out and practical demonstration.
e) Assist and advise the man in-charge at the scene in case of emergency. Check the availability of the safety/emergency equipment. Restrict movement into the affected area to essential personnel only. Provide reports on situations existing at the time of such incidents and present comments on causes and possible remedies.
f) Investigates all industrial and non-industrial incidents and accidents involving personnel, plant and equipment including dangerous occurrences. Analyzes causes, determines future action to reduce these occurrences, prepares and maintains statistical records of all incidents. Prepares periodic reports of incident/accident, highlighting and analyzing problem areas and recommending preventive measures.
g) Develops, discusses and obtains approval for Health, Safety and Environmental programs and procedures at assigned location, and ensure that such procedures and regulations are communicated to all on-site personnel participate in giving specific lectures and talks on such activities. Audit on a continuous basis the effectiveness of such procedures and regulations and present recommendations for improvements.
h) Prepare detailed lists of foreseeable Safety requirements for operational needs, for incorporation into the budget for operating expenses and manpower, maintain adequate stocks of Health, Safety and Environment equipment, clothing, consumables, spare parts and additional safety appliances and equipment, prepare purchase requisitions for the replenishment of existing stock or other special requirements.
i) Studies and comments all engineering designs and drawings pertaining to modifications of plant, equipments, installations, fire protection systems, or projects works to ensure adherence to safety rules, standards and codes of practice, during all phases of implementation on Site.
j) Ensure that all procedural data pertaining to hazardous substances/radio active sources are available and that necessary precautions are observed when transporting, storing and handling.
k) Ensure that the proper record for inspection/maintenance and testing of all safety, fire and lifesaving equipment/systems are maintained and readily available.
1) Ensure the preservation of the environment’s components, characteristics and natural balance; the prevention, reduction or combating of pollution, the preservation of natural resources, and the protection of life forms which exist therein, especially those endangered with extinction, and the development and enhancement of all such components.
m) Promote Waste Management program to collect, store, transport and disposal of waste on sites.
n) Participate for elaboration of occupational health programs with all aspects of the employee’s health and the employee’s relationship with the environment.
Conduct other or similar related duties as directed by line Management.
Participates in the early stages of projects involving new equipment, products, materials, and processes to assure proper consideration of HSE.

3. Minimum Requirements:
B.Sc. Engineering discipline or equivalent
8 years varied experience in Fire & Safety field, including at least 5 years within an offshore oil industry environment or a petrochemical plant

Key Accountabilities:
Candidate should possess expert level knowledge of the National Spectrum Plan and apply this knowledge in the spectrum allocation function.
Keep abreast of national/ international practices in the area of spectrum allocation and strive towards their implement in the UAE, as appropriate, after discussion with higher management.
Possess expert level knowledge of the Automated Spectrum Management Software and initiate activities towards its maximum utilization.
Propose procedures for spectrum allocation to higher management; initiate efforts for its implementation after due approval.

Closely supervise the activities of the Assistant Engineers Spectrum Allocation dealing with the allocation process.

Deal with public complaints and queries on spectrum allocation and take corrective action, wherever required.
Advise higher management on various issues and development in the area of spectrum allocation.
Advise the higher management on spectrum revenue forecasting.

Qualification and Experience:
Requires Bachelor's Degree or Diploma in telecom Engineering or related discipline.
Minimum 2-3 years of relevant experience in telecom sector at various levels; well conversant with spectrum management related areas.
Requires excellent interpersonal and communication skills (both written and oral). Knowledge of Arabic is preferable but not essential

· Supervises, Co-ordinates and directs the Central Workshops Fabrication Section, which includes pipe fitting, welding and boilermaking activities. Ensures all work are carried out safely and according to safe working requirements as directed by the Work Permit System.

· Ensures proper use of new as well as reconditioned material and good housekeeping practice in Central Workshops and field.
· Maintains appropriate records of maintenance activities and ensure that charges for time and material are properly made to the various work order accounts.
· Provides training and development to employees under his direction (with emphasis on UAE National) and assess their progress, that includes on-the-job training, counselling and proper work delegation.
Uses computerised Maintenance Management Systems (SAP) to carry out his duties.

Qualification:
Secondary Technical Certificate (12 years) or equivalent.
· 8 years related experience in the oil and refining or petrochemical industry, 3 years of which should be in a maintenance workshop.
· Good spoken English. Ability to write technical reports with minimum guidance.

35 working days on Das Island , followed by 28 days of leave to point of origin

Main Duties:
Responsible for providing guidelines and technical inputs for preparing the Projects HSE plans.
Provides HSE input to technical design and procedure proposals.
Ensure that all designs, drawings and major modifications to plant and projects work comply with ADGAS, ADNOC Codes of Practice, Local and International HSE standards.
Participates and if necessary leads hazards and operability studies (HAZOP). Carries out qualitative and semi-quantitative risk analysis as and when required.

Reviews and provides guidelines and technical input to projects/ major modifications HSEIA.
Reviews and participate in the philosophy, design and specification of fire detection and protection systems for new projects and major modifications.
Organizes and leads the project HSE reviews (PHSER’s) for all projects and major modifications
Periodically reviews each project HSE action tracking register to ensure that the findings of all HSE studies and reviews have been effectively recorded and all actions are adequately addressed.

Participates in all HSE studies such as, hazard identification (HAZID), Hazard Analysis (HAZAN), Environment Hazard Identification (ENVID), Simultaneous Operations (SIMOP), Safety Integrity levels (SIL), constructability studies and any other study having impact on HSE.

Keeps close monitoring and follow-up the implementation of all HSE requirements for each project and major modification.
Proposes and provides technical expertise in developing and updating projects COMAH report, QRA and HSE Plan and follow-up on their implementation.
Participates in investigation of accidents that occur on project construction sites.
Reviews statement of requirements for all new projects and major modifications.

Participates in planning ADGAS Emergency and Crisis Management Exercises.

Role:
Follow up continuously with the supplier to ensure that the order is received on agreed date.
Coordinate with the Freight forwarders for the documentation and landing of the consignment.
Handle clearing of the consignment from port, including inspection of the parts, for specification compliance and damage if any.
Produce the stock list and intimate the Counter to facilitate bookings with customers / mechanics.

In order to keep up with our continuous growth we are now recruiting.

Experienced QUARRY FOREMAN:
At least 10 years of relevant experience in Quarrying
Familiar with excavator/wheelloader/bulldozer/dumper operations
Able to organize several mining machines in an orderly and safe manner
Able to autonomously start-up a shift on the directions of the Quarry superintendent
Report when an activity is finished and liaise with he quarry superintendent for reorganizing the equipment

Working day-night shift (shift basis)
1 day off per 2 weeks
6 months working/1 month unpaid leave
