ORC - QA / QC Support Officer

Responsibilities:
Location: Sultanate of, Muscat or Sohar

Minimum Qualification:
First Class Graduate in Mechanical / Industrial Engineering preferably having a corporate membership of a recognized professional institution.
Must be a Certified Lead Auditor

Minimum Experience:
Total 10 years of relevant experience in QA / QC department in Refinery and Petrochemical Industry
5 years experience in execution of medium to large Projects

- Quality Assurances and Quality Controls ensure quality across the entire spectrum of activities of refinery operations including operations, maintenance and other related functions so that the refinery works in a safe and environmental friendly manner and manufacture products that meet all defined legal, quality, brand requirements and customer satisfaction.

Roles and Responsibilities
§ Manage, train and lead the team to define, implement and optimize inter and intra-departmental processes and procedures for the entire organization in line with ISO specifications.
§ Establish relationships with the various departments and work closely with every one to gather, understand, and properly document current processes and procedures.
§ Perform thorough Gap analysis on the current processes and procedures and work with the associated departments to close those gaps.
§ Establish Quality Complaints Handling Procedure and manage Quality Incidents along with the respective teams.
§ Evaluate the impact of deficiencies in current processes or the adherence to current processes on quality of work (by observing KPIs, Incidents and Customer Complaints) and work with associated departments to rectify these issues.
§ Establish a proper reporting system to update the Leadership Team on Quality Performance.
§ Develop and implement comprehensive Audit Plans to be carried out by the Quality Control Team members to ensure that agreed processes and procedures are adhered to.
Co-ordinate with Reliability and Corporate QA/QC departments

Additional Requirements:
Minimum 10 years relevant experience in the Refinery and Petrochemical industry with an international consultancy company, EPCC contractor or an internationally recognized inspection and certifying agency in the field of QA/QC.
Detailed knowledge of QA / QC related activities necessary for a large Refinery and Petrochemical Projects.
Proven ability to simplify complex Business Rules, Processes and Procedures.
Ability to Manage, Mentor and Train a team.
Ability to be sensitive to regional and cultural differences while driving the implementation of globally consistent processes.
Practical and systematic approach to problem solving.
Strong interpersonal and English communication skills – verbal and written
Capable of working in an international and multicultural environment.
Team player showing individual initiative, responsibility and integrity.
Well conversant with the procedures and practices generally being followed by internationally renowned EPC Contractors for QA / QC functions.
Good general computer skills and well conversant with Office Automation Softwares like Word, Excel, PowerPoint as well as Mailing Software Microsoft Outlook / Outlook Express.
Regional work experience will be an added advantage

PURPOSE
To perform preventive, corrective and troubleshooting maintenance, and testing of all plant Telecommunication and Radio equipment, to maintain availability and reliability
BACKGROUND
The Telecommunications Technician reports to the Telemetry/Telecoms/Instrument Supervisor. The equipment under his responsibility include PABX Telephone Exchange, CCTV Systems, Public Address, Intercom, Alarms, Trunk and Conventional Networks, Local Area Networks and Low Current Systems. To support the testing and fault finding of these systems, various types of test equipment such as Cable Fault Analyzers, Radio test equipment, Spectrum Analyzers, Oscilloscopes, Protocol Analyzers and Camera Test Rigs are used, plus laptop computers with diagnostic software
MAIN ACCOUNTABILITIES
· To carry out preventive, corrective and troubleshooting maintenance on equipment, based on the daily work orders assigned by the Supervisor.
· To respond/coordinate with other ADNOC affiliate remote site technical personnel in trouble-shooting ISDN and ETISALAT network faults, and normalizing network digital links.
· To comply with all company Health, Safety and Environment as well as Work Permit, policies and procedures
· To test trunk radios, base stations, portable and mobile radios according to specifications.
· To report and participate in locating and rectifying any network equipment and link abnormalities.
· To perform installation, maintenance and repair/rehabilitation of existing cable network and accessories.
· To update drawings, records and other documents related to the telecommunication network.
· To participate in the diagnosis of major faults with the Supervisor and carry out routine investigation of anomalies.
· To troubleshoot, identify and isolate any faults reported either in communication links or telecom equipment.
· To complete necessary records in the MAXIMO system for work order spares, materials and manpower schedules.
· To provide On Job Training to meet Competency Based Training programs for UAE Nationalization.
MAIN CHALLENGES
· To ensure smooth integration between various Telecommunication section equipment, considering the diverse types and ages of equipment on all sites.

Job Title: OPERATOR
His work place is outside at the unit area whichever is assigned by his Shift Controller. He is responsible for the security and safety of his assigned area. During duty time he goes around the area regularly, fills log sheet for process data. If he finds some abnormality immediately notifies to console operator (Senior Operator). He is responsible to prepare and hand over equipment for safe maintenance job as per instructions of his Shift Controller. Operator collects Schedule/un-schedule samples from the sample points and take them to Laboratory. He is responsible for good housekeeping of his area. He is responsible for good functioning of the portable equipment like portable radios, H2S detectors etc. At the end of shift, he is responsible to log clearly all the activities conducted, work in progress and the lab results wherever applicable. He should properly hand over the duties to incoming shift, with reference to written information.

MAIN ACCOUNTABILITIES
· To accepts responsibility of the job from the outgoing shift operator. The hand over process occurs in the unit operators’ shelter.
· To read the Operators’ log book and understand clearly the plant status.
· To Endorse work permits after checking that the conditions mentioned are correct.
· Carries out detailed inspection of all machinery and static equipments. Machinery must be checked at least twice per shift. Static equipment, such as PSVs and sight glasses must be checked once per shift.
· Closely follow the maintenance activities in his area and ensures that conditions do not change during the work. In case any changes occur that prevents maintenance from continuing the job safely, stops immediately and informs shift Controller for further action. Also reports the incomplete work permits to his Shift Controller.
· Prepare and hand over equipments for maintenance, ensure the job is carried out as per the permit requirements, take over the equipment after maintenance job and confirm the availability.
· Liaises with other operators as necessary.
· Take periodic readings and records them on the log sheets. Inform Senior Operator of any significant changes.
· Collect laboratory samples and hand over to laboratory.
· Carry out simple maintenance works as required.
· To maintain Company’s high standard KPI complete routine check list such as (PSV, Inergen system, gratings, end plug and leak survey check list etc).
· Checking of breathing apparatus on daily basis and report any defect.
· Ensures a safe working environment at all times and demonstrate commitment and involvement to Company’s HSE policy.
· Suggest ideas to improve the plant working condition.
· Upon the emergency situation (such as flammable and toxic gas leak, fire & threat to any equipment damage) activate field manual ESD and report to respective Panel Operator and Shift controller.
· Acts as Auxiliary Fireman and supports Fire Crew during an emergency.
· Participate daily in his areas’ housekeeping activities.
· Report all Near Miss Incidents to the concerned Shift controller.
· Prepare the required chemical batches as per the procedure. Adjust the chemical dosing rates as per the lab report, in co-ordination with Panel Operator.
· Ensures the availability of chemicals, especially prior to a Holiday or Weekend, by advising his Shift Controller of stock and consumption.
· Stops and starts equipment as directed.
· Meet the running equipments change over schedule and record properly.
· Completes the shift log book containing comprehensive details of plant conditions, details of valid work permits, status of housekeeping, areas of concern and hand over the job to the incoming shift.

MAIN CHALLENGES
To adjust operating parameters as instructed to sustain continuous production whilst maintaining a high degree of HSE awareness.

· To assist in performing repair and functional test of lifting equipment and tackle located in the plant.
· To participate in condition monitoring checks on machinery and notify any malfunctions or defects to the Senior Mechanical Technician.
To be a member of the Engineering Emergency & Fire Backup 24 hour roster team, for performing ship connection & disconnection and safety support duties

ChemaWEyaat Project

“ChemaWEyaat”: A National Vision for Chemicals Conversion Industry in Abu Dhabi, UAE

In support of the Government of Abu Dhabi’s drive to diversify its investment portfolio and enhance its involvement in adding value to its natural resources, a strategic decision has been taken to accelerate the Emirate’s investments in the Chemical Industry by establishing Abu Dhabi National Chemicals Company (ChemaWEyaat). An agreement has been reached between the Abu Dhabi Investment Council (The Council) and International Petroleum Investment Company (IPIC) to set up ChemaWEyaat (literally meaning chemicals in English). Abu Dhabi National Chemicals Company is entrusted to develop ChemaWEyaat Industrial City in the new Mina Khalifa Industrial Zone located in Abu Dhabi’s Taweelah area.

The first complex is projected to begin production in 2014, and is estimated by some industry specialists to carry an investment cost of around US $ 10 billion. ChemaWEyaat Venture 1 Company is underway to finalise the pre-FEED (Front End Engineering Design) stage. The Venture 1 company will encompass total exports of more than six million tons of several chemical products, including (figures in thousands tons per annum):

- Paraxylene 1370,
- Benzene 340,
- Cumene 400,
- Phenol 60,
- Acetone 110,
- Bisphenol A 160,
- Polycarbonate 130,
- Polypropylene 420,
- Mono-Ethylene Glycol (MEG) 900,
- Di-Ethylene Glycol (DEG) 46,
- Tri-Ethylene Glycol (TEG) 3,
- Ethanol Amine 100, Butadiene 200,
- MTBE 140, Polyethylene 950,
- Urea 1000 and Melamine 80.

Venture 1 is expected to be the world’s largest fully integrated grass root chemical complex. It will have the world’s largest:

- reformer (70kbbl/day),
- naphtha cracker (1,450kta Ethylene + 690kta Propylene),
- BTX unit (Para-Xylene 1370 + Benzene 860kta),
- Ethylene Oxide unit (790kta) and
- melamine unit (80kta).

Discussions by Abu Dhabi National Chemicals Company (ChemaWEyaat) to attract reputable international and local joint venture partners with advanced technology, operating & marketing know how and leading market positions to participate as J.V Partners in Tacaamol Complex are underway. Discussions are also underway to plan for several complexes/companies in the future.

Master Plan implementation for “ChemaWEyaat Industrial City” will start soon with the involvement of Abu Dhabi Ports Company (ADPC). A Memorandum of Understanding (MOU) was signed between Abu Dhabi National Chemicals Company and ADPC on May 4, 2008. ChemaWEyaat Industrial City is expected to host multiple mega-Chemical Complexes companies utilizing Abu Dhabi’s gas and liquid feed stocks. Discussions are underway to plan the next complex/company. The future magnitude of ChemaWEyaat Industrial City is considered to be like Jubail Industrial City in Saudi Arabia, while the model of the Chemical Complexes is of “full integration”, similar to BASF – “Verbund” concept. Abu Dhabi National Chemicals Company Group is expected to include service companies for chemicals ships, projects execution, etc., along with several shared service centers in the areas of: Innovation, Finance, IT, Human Resources and Administration, ChemaWEyaat City Services; etc. Port Khalifa is expected to provide world class dedicated export terminals for dry and liquid chemical products for ChemaWEyaat Industrial City.

The creation of Abu Dhabi National Chemicals Company and ChemaWEyaat Industrial City will support a rapid development of adjacent industries and businesses; namely real estate development, service industries, and general downstream processing and conversion industries to support industries in Port Khalifa.

In addition to Abu Dhabi National Chemicals Company, there are two other petrochemical entities in Ruwais (Abu Dhabi) involved in the petrochemical business based on dry gases (Methane and Ethane): Borouge 60% ADNOC, 40% Borealis Boards is 65% owned by IPIC& 35% owned by OMV. OMV IS ALSO 19.5% by IPIC producing polypropylene and polyethylene from ethane, and Fertil (68% ADNOC, 22% Total) producing Ammonia & Urea from Methane.
Without a doubt, Abu Dhabi National Chemicals Company is going to be a fundamental wheel in Abu Dhabi Government’s high speed yet subtle drive in this millennium.
